The Village of Mount Pleasant is regularly updating its volunteer database. If you have an interest in serving on a Village Committee or Commission please fill out the Volunteer profile form and submit it to the Village either at 6126 Durand Avenue, Racine, WI 53406 or email to larndt@mtpleasantwi.gov

The Village of Mount Pleasant has 13 standing Committees that aid in Village operations across a variety of Departments and activities. The Village from time to time will sit special Ad-Hoc Committees to tackle limited time special projects on behalf of the Municipality. Standing Committees within the Village of Mount Pleasant have new members appointed each May by the Village President as terms expire.

Current Village Committees are:


Ad-Hoc Facilities Committee

The Ad-Hoc Facilities Committee is a temporary committee authorized by the Village board to study the design and construction of the Municipal campus on 90th street and forward its recommendations to the Village board.

Members are:

  • Carolyn Milkie - Village President
  • Ron Primuth - Citizen Member
  • Mary Carrington - Citizen Member
  • Joseph Clementi - Citizen Member
  • Bonnie Prochaska - Citizen Member
  • Doug Soller - Citizen Member
  • Harvey Radke – Citizen Member


Community Development Authority

This 7-member Commission is empowered by State Statutes and governed by Village ordinance and By-laws to: 1) prepare redevelopment plans and carry out the Village’s redevelopment projects and 2) enter into contracts to implement redevelopment. Usually meets once a month afternoons.

The CDA’s duties are subject to review and approval by the Village Board and can:

1. Acquire any real or personal Property by purchase, lease, eminent domain or otherwise.
2. Borrow money and issue bonds, execute notes, debentures and other forms of indebtedness.
3. Employ personnel.
4. Expend funds.

Members are:

  • Carolyn Milkie – Village President
  • Karen Albeck – Village Trustee
  • Bill Matelski – Citizen Member
  • Robin Garard – Citizen Member
  • Dave Titus – Citizen Member
  • John Schneider – Citizen Member
  • Pat Barlament – Citizen Member


Finance/Legal/License Committee

The Finance committee reviews contracts, expenditures and forwards recommendations to the Village Board. The committee also reviews various licenses that the Village grants. Most ordinance changes come before the Committee for recommendation to the Village board. The committee is made up of Trustees appointed by the president and meets monthly.

Members are:

  • Ingrid Tiegel - Village Trustee
  • Sonny Havn – Village Trustee
  • John Hewitt – Village Trustee

Fire/EMS Oversight Board

The Fire/EMS Oversight Board oversees the operations and expenditures of the Consolidated South Shore Fire Department. The Oversight Board forwards recommendations to the governing authorities.

Members are:

  • John Johnson - Sturtevant Village Trustee
  • Rick McClusky – Mount Pleasant Citizen Member
  • Mark Janiuk – Sturtevant Village Administrator
  • John Hewitt – Mount Pleasant Village Trustee
  • Mike Andreasen – Mount Pleasant Village Administrator

Park and Recreation Advisory Board

This committee meets once a month regarding the Mount Pleasant park system. Every other month meeting with the Caledonia Park Commission regarding the Joint Park in Franksville.

Members are

  • Harvey Radke –Citizen Member
  • James Svoboda – Joint Park Staff
  • Mike Holmes – Citizen Member
  • Douglas Wroblewski – Citizen Member
  • Terri Maier – Citizen Member
  • Mark Pierce – Citizen Member
  • John Hewitt – Village Trustee


Plan Commission

This commission meets once a month to review and recommend approval for site plan developments, building design, conditional uses, rezoning, and signage in the village. The commission makes recommendations to the village board following the approved Village Master Plan.

Members are:

  • Harry Manning – Village Trustee
  • Ingrid Tiegel – Village Trustee
  • John Mallon – Citizen Member
  • Davis Driver – Citizen Member
  • James Longe – Citizen Member
  • Mike Pirk – Citizen Member
  • Joe Maier – Citizen Member


Storm Water Commission

This commission oversees storm water management and improvements within the Village. The commission meets monthly or as needed.

Members are:

  • Sonny Havn – President/Village Trustee
  • George Vanhaverbeke – Citizen Member
  • Joe Mandala – Citizen Member


Public Works Committee

This Committee reviews all public works projects for recommendation to the Village Board. They often coordinate their oversight with the Storm water and Sewer commissions when the need arises.

Members are:

  • Ken Flones – Chairman/Village Trustee
  • Sonny Havn – Village Trustee
  • Richard Anderson – Sewer Commission


Sewer/Water Commission

This commission is responsible for the oversight of the Village sanitary sewer utility. The commission will recommend sewer rates to the Village Board. The commission also authorizes and provides oversight to major sanitary sewer construction projects.

Members are:

  • Richard Anderson – Chairman/Citizen Member
  • Ron Primuth – Citizen Member
  • Ken Flones – Village Trustee


Police and Fire Commission

This committee oversees the hiring and discipline of protective service personnel. They make recommendations to the Village Board. The commission meets as needed.

Members are:

  • David Weiss – Chairman/Citizen Member
  • James Ivanoski – Citizen Member
  • Rick McClusky – Citizen Member
  • Peter Boscha – Citizen Member
  • Susan Takata – Citizen Member


Board of Review

The Board of Review (BOR) is a statutorily required local board (by our ordinance it consists of citizen members). It is a quasi-judicial (court-like) body empowered with three primary duties:

  • BOR can adjust assessments when they have been proven incorrect by sworn oral testimony
  • BOR can correct errors or omissions in the descriptions or computations found on the assessment roll
  • BOR can check the assessment roll for omitted property and double assessments

Members are:

  • Ted Jacobson – Chairman/Citizen Member
  • Richard Hinsman – Citizen Member
  • Orville Brask – Citizen Member
  • John Suprak – Citizen Member
  • Frank Faculjak – Citizen Member


Racine County Visitors and Convention Bureau

The RCVCB is an intergovernmental oversight board that directs and over sees the Racine County Convention and Visitors Bureau. This board meets monthly and is funded by Hotel tax within the participating municipalities.

Members are:

  • Robin Garard– Appointed Mount Pleasant Representative
  • Juliet Edmands – Mount Pleasant Citizen Member


Racine Wastewater Commission

Governed by the Racine area Intergovernmental Sewer agreement this oversight board authorizes and approves all activities within the jurisdiction of the Racine Wastewater utility.

Members are:

  • John Hewitt – Trustee/Appointed Mount Pleasant Commissioner
  • Mike Andreasen – Village Administrator/Appointed Mount Pleasant Commissioner
  • Robert Pucely – Mount Pleasant (Alternate)


Zoning Board of Appeals

The Zoning Board of Appeals is a quasi-judicial (court-like) board that reviews requests for variances to the zoning ordinances, usually regarding setbacks or size of a structure to be constructed. This board meets monthly as needed.

Members are:

  • Richard Heyse – Citizen Member

  • Tom Klamm – Citizen Member
  • Ronald Jones – Citizen Member
  • Jack Donovan – Citizen Member
  • Dennis Berg – Citizen Member
