COMMUNITY DEVELOPMENT AUTHORITY  

 

 
Responsibility

This 7-member Commission is empowered by State Statutes and governed by Village ordinance and By-laws to: 1) prepare redevelopment plans and carry out the Village’s redevelopment projects and 2) enter into contracts to implement redevelopment. Usually meets once a month afternoons. The CDA’s duties are subject to review and approval by the Village Board and can:
  • Acquire any real or personal Property by purchase, lease, eminent domain or otherwise.
  • Borrow money and issue bonds, execute notes, debentures and other forms of indebtedness.
  • Employ personnel.
  • Expend funds.
Vision Statement

The Authority promotes the economic sustainability of our community.

This vision will be achieved primarily through green-field development, but blight removal and brown-field remediation will be an important part of the effort. Consideration will be given to promoting infill housing through tax and impact fee waivers, and other similar incentives. Aesthetics, mixed use and green-space development will be guided by the Village’s Year 2030 Master Plan for Land Use and Transportation and the Lakota 2006 Interstate 94 Area Plan.

This vision would restrict and/or reduce the ratio of administrative and public service expense to our tax base and ease the long-term tax burden of its residents while improving services, infrastructure and quality of life. Continuous review and research will further refine its implementation.

Mission Statement

The Authority, in collaboration with the Village Board and other Village Committees and Commissions, will research, recommend and implement activities that will foster community relationships that strengthen and increase our industrial, commercial, residential, agricultural, green space and institutional assets for our current and future residents.

Strategic Intent

Strengthen Economic Health – Increase the amount of jobs, production, distribution, and consumption of goods and services in the Village of Mt Pleasant.

Engage Community – To occupy the attention; to sustain dialog of residents and business owners in meetings/matters pertaining to the Village of Mt Pleasant.

Branding our Community – Is a collection of images and/or ideas representing an economic producer; it conveys the essence of the community. A brand is a symbolic embodiment of all the information connected to a Community to include products or services. The key objective is to create a relationship of trust with representatives of the Village of Mt Pleasant.

Continuous Process Involvement - Glowing Customer Service; to provide extraordinary provision of service to customers before, during and after a transaction/interaction with representatives of the Village of Mt Pleasant.
