Services The Community Development & Planning Department performs a variety of services intended to protect, maintain, and develop an orderly, attractive, safe, and economically healthy community. Primary functions address property development and land use activities occurring within the Village.
The Community Development & Planning Department oversees all community planning and zoning activities of the Village. Department staff facilitates and guides development proposals through the review process and coordinates any approvals with other Village departments. Department services include day-to-day administration of the Municipal Zoning Code, implementation of the 2035 Comprehensive Master Plan, review of site plans, consideration of land subdivisions, rezone requests, conditional uses, variance requests, and zoning compliance permits. The Department also guides property owners on zoning and development issues and researches answers to planning, zoning, and economic development questions posed by the public.
The Community Development & Planning Department also provides development-related staff support to the Village Board and primary staff support for the Plan Commission, the Community Development Authority, Zoning Public Hearings, and the Zoning Board of Appeals.
Tax Increment Districts (TIDs)
The Village has four TIDs. The Village established TID 1 in 2006, and it encompasses 495 acres at the STH 20/I-94 interchange. TID 2 (2007) covers 1,100 acres spanning from the intersection of STH 11/STH 31 to land northwest of the Mount Pleasant Civic Campus. TID 3 (2014) encompasses 296 acres south of STH 20 between International Drive and West Road. The Village established TID 4 2015 as an overlay district. It overlaps significant portions of TID 1 (260 acres) at I-94 south of STH 20.
