Responsibilities and Services
The Planning Office performs various services intended to protect, maintain, and develop an orderly, safe, and economically healthy community. Primary functions address land-use activities, property development, and zoning ordinance enforcement occurring within the Village.
Department staff facilitates and guides development proposals through the review process and coordinates with other Village departments' approvals. Department services include day-to-day administration of the zoning chapter of the Code of Ordinances, and implementing the 2035 Comprehensive Master Plan. Services also include reviewing site plans, land subdivisions, zoning map amendments, conditional uses, variance requests, and zoning compliance permits. The staff also guides residents on zoning issues and researches the public's planning, zoning, and economic development questions.
The staff support the Plan Commission, Community Development Authority, the Zoning Board of Appeals, and Village Board.
Tax Increment Districts (TIDs)
The Village has five TIDs. The Village established TID 1 in 2006, and it encompasses 495 acres at the STH 20/I-94 interchange. TID 2 (2007) covers 1,100 acres spanning from the intersection of STH 11/STH 31 to land northwest of the Mount Pleasant Civic Campus. TID 3 (2014) encompasses 296 acres south of STH 20 between International Drive and West Road. The Village established TID 4 2015 as an overlay district. It overlaps significant portions of TID 1 (260 acres) at I-94 south of STH 20. The Village established TID 5 in 2017. It encompasses 3,921 acres between STH 20 and CTH KR along I-94.
